The whole thing goes like this

Sometime when the fan is too powerful, the base is unstable. Causing the fan to move..

The repeating the motion of the fan of the fan swinging from left to right makes the fan moves.

THE REASON BEHIND TIS IS THE VIBRATIONS CAUSE BY THE FAN !
