I agree that sage is a powerful herb for clearing purposes. I would like to share some of my views. Some people may see a 'replay' of those haunting scenes:

Firstly during the actual scene (past), the environment 'records' down the situation. For people (present) who happened to be in tune with the energies of the environment, they receive these images. Thus a good way to solve this problem is to use sage coupled with the power of intention to clear all unwanted astral energies present; Reiki can also be used. To side track a bit, some people when they go to certain ancient site may have unfounded negative emotions (such as fear or grief) as their subconscious mind have memories related to those places.

For spirits, I believe that they are trapped in that environment energetically. One way to assist them is through invocations to call forth a column of light and to ask the angelic beings to bring them to this light. The environment still needs to be cleared. By the way angels exist regardless of any religious beliefs the person might have. It is important for the person doing clear to have protection.
